Job Description:
The Project Director shall work together and under the direct supervision of the Project Manager to control the on-site pre-construction, construction and close-out phases of all his/her assigned projects. The Project Directors shall maintain a complete understanding of all assigned Projects policies, requirements, and procedures to ensure that all projects are compliant according to the governing regulations, contract, and scope of work.
The responsibilities include the on-site administration of all on-site project construction phases, including the assurance of quality control on all project assigned activity completions. The Project Director will be responsible for the entire field operations particularly the management and resident inspection of all construction work, including but not limited to the evaluation and recommendations of changes, preparation of reports, analysis of schedules, claims and dispute evaluation and recommendation, and the supervision of any required relocation activities related to the construction work.
Project Directors will coordinate all technical input related to planning, scheduling, estimating feasibility and procurement, will assist in the Site Plan review meetings, and make recommendations to the Project Manager as it relates to each of the Projects assigned. He/she will assist in preparing the overall program plan as it relates to phasing and scheduling of the Construction Work, and the monitoring of the project plans. Acting in conjunction with the Planner and Project Designer, the Project Directors will review and monitor the Project schedules, conduct constructability reviews, participate in value engineering workshops, anticipate procurement problems and review all components of each Project Implementation Schedule as it affects the Master Implementation Schedule. The Project Directors will ensure that the construction contemplated by the Master Implementation Plan can be achieved from a constructability standpoint.
The Project Directors will keep the Program Director, Project Manager and PRPHA’s Project Engineers advised as to the day-to-day status of all construction activities. The Project Directors will also assist and administer where appropriate, the procurement of Contractors and/or Subcontractors, including Bidding and Contract Award. They will monitor work hours, budgets, and expenditures, organize and participate in stakeholder meetings, and ensure that deadlines are met in a timely manner for the assigned construction projects.

Critical Tasks & Responsibilities:
- Meet regularly with the Project Manager and Directors to communicate trends, patterns, identifying overall construction efficiencies under common, extraordinary, and unforeseen conditions.
- Promote and achieve practical, feasible, cost reasonable construction means and methods.
- Promote overall quality of service, production and efficiency in a time accelerated environment.
- Assist with the development of the assigned projects’ schedule, especially in the construction phases, communicating, informing any project schedule deviation, impact to the Project Manager and Directors.
- Lead, manage, and assign tasks to the construction team including the Resident Engineers/Architects, Engineers/Architects in Training, field superintendents, quality assurance, safety personnel, supervisors, subcontractors, manufacturers, suppliers and others.
- Identify and allocate resources for the efficient progress of construction activities.
- Own, pursue outstanding construction issues until resolved.
- Promote inter-team communication ensuring all the construction staff group is informed.
- Manage the staff and group leaders of the construction team.
- Coordinate and communicate with stakeholders, designers and consultants to ensure on-time delivery of assigned projects.
- Lead construction task efforts such as labor allocations, materials in place, coordination of trades, adherence to Projects approved scope of work, Task Order, construction documents, permitting documents, submittals, and applicable codes, regulations, green building standards and others.
- Evaluate and comply with the Environmental Review Records.
- Provide and comply with the SHPO, permitting and other regulatory agency requirements, and provide requested information in a timely manner (if requested).
- Recommend and advise the Project Manager and Directors as the subject matter expert in the construction phases, means and methods, among others.
- Assist the Project Manager in risk management of the construction and/or permitting process.
- Assure that all permits and endorsements required for the construction of the projects assigned are in order.
- Assist the Project Manager in the evaluation of the construction team and support staff performance.
- Assisting the Project Manager in controlling the budget for the construction phases.
- Assist the Project Manager with status reports, presentations and other required documentation.
- Promote best management practices, and the highest-quality standards during the construction phases.
- Review quality assurance programs, processes and procedures developed by contractors and monitoring adherence thereof.
- Perform construction inspection services required during the construction phase for Quality Assurance, and for compliance with contract documents.
- Coordinate the field superintendents, quality control and safety personnel site visits and reporting to ensure adherence to project intent, quality standards, Quality Plan and Safety Plan.
- Ensure compliance of the project requirements and design intent as related to the assigned Projects contract, scope of work and specifications.
- Develop and pursue deadlines, production goals, milestone inspections and project completions.
- Proactively evaluate and identify trends, and patterns to manage and reduce the risks of projects.
- Analyze the performance, quickly adapting, resolving areas of improvement and promoting overall efficiency; leading and promoting efficient communication strategies among the Project Manager, designs, permitting, construction teams and support areas.
- Promote practical, feasible, cost reasonable construction solutions to complete the assigned projects in a timely manner.
- Promote work ethical behaviors within the construction and support teams.
- Assign, administer and control the abatement, demolition, construction activities.
- Monitor, administer, enforce field superintendents and subcontractors’ performance, best practices, procedures and reporting issues.
- Coordinate and lead site visits, as necessary, when any construction progress situation arises, and the Custom or its authorized representative requires it, under any of the assigned projects.
- Document and follow-up on important actions and decisions from meetings, including preparing the necessary presentation materials for meetings.
- Provide administrative support as needed.
- Perform ongoing field visits to assigned projects in compliance with the company’s reporting and quality compliance.
- Process owner and lead for Resident Engineers as staff in charge of inspections per the requirements established by the “Reglamento de Planificación” of the Commonwealth of Puerto Rico.
- Coordinate with project PRPHA Management Agents and ensure premises are available for inspections, technical and/or environmental assessments and construction related activities.
- Provide the necessary oversight processes required for compliance with the Davis Bacon Act wage rates, Section 3 employment opportunity requirements, and Accessibility Standards.
- Provide assistance to the compliance officers that monitor Prime Contractors and Subcontractors’ activities to ensure the development and policy implementation by overseeing all risk-related issues while guiding our program with high-quality up-to-date information about their obligations and rights under Federal and State regulations, including Davis- Bacon and related acts (40 U.S.C. §§ 276a-276a-7), Contract Work Hours and Safety Standards Act (40 U.S.C. §§ 327-333), Copeland (Anti-Kickback) Act (18 U.S.C. § 874/40 U.S.C.

Required Competencies and Qualifications (technical, academic, experience, values, behaviors):
- Academic – Bachelor’s degree or higher education in Engineering.
- License – Professional Engineer.
- Association: Member in good standing with the Puerto Rico College of Engineers and Land Surveyors.
- Experience – At least ten (10) years of experience as a Project Director performing services similar to those required in this description.
- Fully bi-lingual – English / Spanish (both written & verbal).
- Technical Skills – Highly proficient in Procore, MS Excel, MS PowerPoint, MS Project and other PM software; understanding of construction drawings and specifications; technical writing skills.
- General Management – Leadership, sound judgement, team player, follow communication protocols, excellent communication skills, multi-tasking (work on multiple projects simultaneously).
- Project Management Skills – Knowledge of all laws and applicable regulations including but not limited to Section 3’s employment opportunity and Davis Bacon Act wage rates, Construction Codes, EPA/DRNA, FEMA & HUD regulatory guidelines compliance; systematic thinking; good analytical skills; process oriented; capable of managing & shuffling priorities based on the needs of the projects assigned; able to facilitate decisions & prioritize demand; capable of managing and addressing simultaneously multiple issues & risks while being able to recognize when escalation is needed.
- Personal Attitude – Highly motivated; good organizational skills; ability to follow directions; willingness to learn; result driven; able to work effectively and manage relations with senior executives from diverse departmental groups; able to work under time pressure; detail oriented.
- Candidate should present projects within the past ten (5) years, in which the candidate has provided services as Project Director.
